BDA Board of Directors

On September 27, 2001, the San Antonio City Council established the Brooks Development Authority (BDA), an independent entity under the Texas Defense Base Development Authorities statute. In addition to its role in economic development, the BDA is responsible for property and infrastructure maintenance, development, land use and environmental planning for Brooks City-Base.

The BDA is governed by a Board of Directors consisting of eleven members, individually appointed by the City Council of San Antonio, & an ex-officio Air Force liaison member. There are two standing board committees: the Planning & Development Committee and the Finance Committee.

The Planning & Development Committee responsibilities include: Vision, Goals, Objectives, Strategies, Definition and Measurement of Success, Physical Planning, Marketing, Development and Construction, Historic Preservation, Sales and Leasing.

The Finance Committee responsibilities include: Accounting, Legal, Risk, Regulatory, Personnel, Administration, Management, Property and Resource Management, Utilities, Equipment Maintenance, Safety and Security.

The eleven council-appointed members also form the board of the Brooks City-Base Foundation.


MANUEL PELAEZ-PRADA

Board Chairman and Finance Committee member Manuel Peláez-Prada has his own law firm, Pelaez-Prada, PLLC. Mr. Peláez-Prada specializes in employment law, mediation, arbitration, and government relations advocacy. Previously, Mr Peláez-Prada served as a partner at the law firm of Goldman, Pennebaker & Phipps, P.C. Mr. Peláez-Prada was responsible for the firm's labor and employment law practice and its domestic and international government relations practice. His responsibliities also included representing American and Mexican companies in developing and managing corporate strategies on both sides of the border. Mr Peláez-Prada was appointed to the BDA Board on November 29, 2007 and is also an Executive Committee member. Currently, he also serves as pro-bono general counsel for the Bexar County Battered Women & Children's Shelter. He received his Juris Doctor from St. Mary's University of Law and a Bachelor of Arts from Trinity University.
