Leo Gomez

President and Chief Executive Officer

Leo Gomez
President and Chief Executive Officer Leo Gomez is responsible for the strategic leadership of the Brooks Development Authority (BDA) and Brooks City-Base Foundation by working with the Board of Directors and staff to establish long-range strategic plans and policies to facilitate the redevelopment of Brooks City-Base. Leo has held the position of Vice President of Public and Government Affairs for Spurs Sports & Entertainment since 1996. He left Spurs Sports & Entertainment for two years to serve as General Manager of Administration with Toyota Manufacturing, Texas before returning to Spurs Sports & Entertainment in 2005. His distinguished career also includes President of the San Antonio Hispanic Chamber of Commerce and Vice President of Governmental Affairs for the Greater San Antonio Chamber of Commerce. Leo began his professional career as an intern with the U.S. General Accounting Office in Washington D.C. He also worked with the Research and Planning Division with the Texas Department of Commerce before being named the assistant director for the Tomas Rivera Center at Trinity University. Leo is very active in the San Antonio community serving on the Board of Directors of numerous organizations including the SAISD Foundation and the Cancer Therapy Research Center. He also graduated from the FBI San Antonio Citizens Academy. Education: Bachelor in Political Science and Business Administration, University of Texas at Pan American, Master in Public Affairs, Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.

Gail Crawley

Director of Marketing & Communications

Gail Crawley
Director of Marketing and Communications, Gail Crawley, is responsible for the development and implementation of marketing and public relations strategies to promote Brooks City-Base and the Brooks Foundation, Inc. Her responsibilities include directing brand management, media relations, advertising, special events, strategic market research and planning. In the span of 25 years of service with the Ohio Department of Development, Gail served in many different capacities including Assistant to the Lt. Governor/State Development Director and Deputy Director of Marketing and Communications. Education: Bachelor of Arts in Communication, Bowling Green State University; High Potentials Leadership Program, Harvard University; Strategic Leadership for State Executive Training, Duke University.

Roland A. Lozano

Chief Operating Officer

Roland A. Lozano
Chief Operating Officer Roland A. Lozano is responsible for all aspects of the organization. He assists the President and CEO in managing the administration and operations to ensure financial sustainability and operational efficiency. Roland previously served as the Interim President and CEO for the BDA. Prior to the BDA, he worked with the Board and President and CEO of VIA Metropolitan Transit Authority in transitioning the agency from a traditional bus system to a multimodal transit agency. He also served as Assistant to the City Manager for Facilities and Visitor Services, Director of the Office of Dome Development and Director of Planning for the City of San Antonio. Lozano held various positions with the U.S. Department of Labor, Employment and Training Administration. His extensive leadership experience in policy development, fiscal management, strategic planning, and facility management will play an imperative role in the development of Brooks City-Base. Education: Bachelor of Science, Southwest Texas State University, Master of Education, Southwest Texas State University, Post Graduate Studies, University of Maryland.

Mac McCarthy

Director of Facilities and Infrastructure

Mac McCarthy
Director of Facilities and Infrastructure, John C. “Mac” McCarthy, is responsible for management and direction of facilities and infrastructure support at Brooks City-Base, including property management, communications, and environmental programs. He also represents the CEO and BDA Board of Directors with Department of Defense organizations based locally and at the Federal level and as liaison to organizations of interest to BDA, such as the Association of Defense Communities (ADC) and the San Antonio Military Transformation Task Force. In September 2011, he retired from the Federal government after 34 years civilian service in both legislative and executive branch agencies. Prior to his retirement, he was Deputy Director for Base Operating Support (BOS), 311th Air Base Group, Brooks City-Base, Texas. He provided guidance, directions and leadership for force support, logistics, communications, personnel and services functions that supported military and civilian personnel. Education: Bachelor of Arts, Louisiana State University; Community Development Institute I, Nichols State University.

Milo Nitschke

Chief Financial Officer

Milo Nitschke
Chief Financial Officer, Milo Nitschke is responsible for oversight of the fiscal management and administration of the Brooks Development Authority’s budget planning, internal controls, and financial reporting. In addition, his daily duties are focused on the financial modeling and analysis, investments, accounting, banking procurement, and the implementation and administration of the Authority’s goals. Milo previously served as the Chief Financial Officer of the Alamo Regional Mobility Authority and has served the City of San Antonio in a number of capacities, including Director of Finance and handling specialized projects within the City Manager’s Office. His financial and economic development experience includes working with economic development projects, tax increment financing, and the New Market Tax Credit program. Education: Bachelor in Business Administration, University of Texas at San Antonio, Masters in Business Administration, with a concentration in Finance and Economics, University of Texas at San Antonio.

Debbie Perales

Chief Administrative Officer

Debbie Perales
Chief Administrative Officer, Debbie Perales, is directly responsible for the oversight of all operations of the Office of the President/CEO including managing administrative staff, customer service desk, and employee relations. This also involves the implementation of the policies and procedures for the organization. Debbie also manages and oversees executive and human resource budgets and serves as the liaison to the Board of Directors which includes the coordination of all BDA Board and Brooks City-Base Foundation meetings to include the Planning & Development, Finance, and Executive Committee Meetings. This also involves assisting the Board with any paperwork directly related to their appointments.
