Brooks is home to more than 30 businesses that employ more than 3,000 people at an average salary of $50,000. We were created to be a catalyst for economic development and it’s clearly working. The City of San Antonio created a Tax Increment Reinvestment Zone in 2004 of 2,522 acres including on and around the Brooks campus, which is predicted to support more than 17,000 direct and indirect jobs by 2021.

The assessed value of the TIRZ has an annual growth rate of 27.4% since 2004.

Land Use Plan

The Brooks land use plan applies a clear strategy of land development and resource allocation that achieves a stronger economy and a more unified community.

The land use plan breaks our 1,300-acre campus into three districts, each with a unique purpose and character that creates a balance between culture, economy, and ecology. Combined, the three districts offer over 750 acres of space for multiple uses and redevelopment.

District A

District A brings people and amenities together with retail, schools, a linear park, town center and more. This area is ideal for properties that want the highest level of exposure. It currently includes:

  • Brooks City Base Linear Park
  • Future Retail Center
  • Embassy Suites by Hilton Brooks City Base
  • Hangar 9
  • The Landings at Brooks City Base apartments
  • The Kennedy at Brooks City Base apartments
  • UIW School of Osteopathic Medicine

district-b-previewDistrict B incorporates residential, office parks, a hospital, and a large retail center. There is plenty of space to build-to-suit while still enjoying the nearby amenities. It currently includes:

  • Heritage Oaks at Brooks City Base residential community
  • Mission Trail Baptist Hospital

Over 300 acres are available for light industrial or commercial users in industries such as manufacturing, information technology or cyber security, biomedical, automotive component manufacturing, clean energy and corporate services. It currently includes:

  • DPT Laboratories
  • Mission Solar Energy
  • When Brooks Air Force Base was placed on the Base Realignment and Closure list, San Antonio responded with great foresight and tenacity. City leaders took what was supposed to be a setback and turned it into a true public-private partnership that thoughtfully evaluated our strengths & weaknesses and figured out how to leverage the remaining military presence to anchor new development. The transition from Brooks Air Force Base to Brooks City Base, with all its new housing, retail and other commercial development, has literally changed the face of this community. Brooks City Base is helping turn our vision - becoming a globally competitive City where every resident has opportunities for prosperity - into a reality.
